Biography	Born March 12, 1881, in Waukesha. Worked his way through the state university by washing dishes and doing other jobs. Graduated in 1905. Studied law at Kent College, Chicago. First big task as a lawyer was drafting a workmen's compensation act, in which Wisconsin led all other states. City attorney 1910 to 1916. Elected mayor in 1916, second socialist mayor to hold the office. Reelected in 1918, 1920, 1924, 1928, 1932, and 1936. He served a record 24 consecutive years as the city's chief executive. When first elected, he was the city's second youngest mayor. Since the death of Victor L. Berger in 1929, Mayor Hoan was the undisputed leader of the socialist party in Wisconsin. He died June 11, 1961.
